1.1 Economic relevance of the foreign investments
Albania as the rest of Western Balkans countries, aims to promote the liberalization of energy market, through the reduce public sector participation, and the complete of the regional integration. Further, the fulfilment of the renewable and security targets of the country, determined by the absence of additional fiscal space available on the generation sector, pushed the continue encourage investors from the private financial system, especially foreign capital to enter in energy sector based to market incentives.
The foreign investments that have already reached about 1 billion euro by 2017, stimulating a growth to 3.8%. The largest share of foreign investment stocks, with over 70% is focused in energy (including oil and gas). Investments in hydroelectric alone have reached $ 1 billion over the last 15 years. A compressive amount with a growth in real terms by around 10% only in 2017.
On above, the lately data of the institute of statistics refers electricity production carried out by the private and concessional hydroelectric power plants was 33.7% of the net domestic electricity production. The high production of electricity that has driven economic growth for the second quarter in a row above the 4% level, with 4.32% in the quarter second, having increased by 4.45% in the first quarter of the year.
To reflect more deeply on above, in the following minutes, based on my empirical experience it would be present first some estimates on the current situation and the expected developments, and further completing with an analysis on the legal framework, the procedures for gaining and transferring the rights of a greenfield project to developers interested in investing in hydropower projects in Albania.
